Every issue follows the same structure, because a forecast is only useful if you can compare it to the last one.

  • Current Conditions, what’s being examined and why, framed as observation rather than conclusion.
  • Signals Observed, concrete, repeatable things visible in the record. Meetings, budgets, plans, votes.
  • Forecast, what the signals suggest if conditions hold. Directional, never absolute.
  • Watch Items, what could change it. Elections, funding, litigation, staffing, policy.
  • Confidence Level, stated plainly, high, medium or low, with the reason.

There’s no pitch in it and there won’t be. If it’s useful to you and you never call us, it did its job.
